Read this before anything else. The United States is inside 1V1's coverage area, but availability depends on your jurisdiction. Skill-based competition for prizes is treated differently from state to state, and we are not going to publish a state-by-state promise we cannot keep on launch day. So the honest version is: eligibility is verified when you sign up, not claimed here in advance. Joining the waitlist is free, requires no card and no payment details, and tells you where you stand before any money is involved.
1V1 is built in Latin America and launching across the whole American continent, which makes the US a large market rather than the only one. That has a practical consequence worth knowing: the platform was designed around local payout rails and non-professional players from the start, instead of adding those later.
The format is also different from most US platforms. Instead of matching you against another player or slotting you into a bracket, 1V1 gives you a target derived from your last 20 matches. Entries are in Energy, the in-platform currency: $1 USD = 100 Energy. The exact target is revealed when you activate.

What your Riot account needs
Two conditions on the account, plus platform identity verification.

Account level 50 or higher. This filters out fresh accounts created to game the calibration system.

At least 15 ranked matches. Without a minimum history there is no way to calibrate a fair target for your level.

Verified Riot ID inside your 1V1 account, so your matches link to your profile.

18 years or older. The platform is for adults only, with no exceptions.
Your rank does not lock you out. Targets are calibrated on your last 20 matches, so you compete against your own history rather than a professional's. Win rate is not a gate to enter.

For US players the payout route is PayPal, which is the rail available across the whole continent. Identity verification is requested before the first withdrawal, and the withdrawal fee depends on your rank: free on Premium, reduced from Diamond up.
